Are master-level Restoration spells underpowered?

As we all know, Bane of the Undead and Guardian Circle are master-level restoration spells that repel and incinerate* all undead up to levels 30 & 35. However, these spells have no effect on high-level Draugr and Vampires. I believe this a problem because the player ought to "get their money's worth" out of spells that cost +900 magicka so that these spells are less of a liability when facing Dragon Priests, Draugr Deathlords, and Nightmaster Vampires, and more of an effective asset.

In conclusion,

Bethesda, please increase the level cap of master-level restoration spells to +65 in the next patch.

+900 Magicka cost? Man when it comes to costs to cast a spell, Skyrim is out of whack.

Almost all Master Level spells are worthless. Except Lightning Storm.

Pretty much every expert spell in the game is more useful than their master counterpart. The only exception I can think of in the vanilla game is Lightning Storm. As for myself I just made some custom equipment using the playerenchantobject command that increases the power of spells using the alchemy effects.

I would say the main reason why a lot of the master spells svck is the cost to effect ratio. The costs for the spells are extremely high, but the effect isn't a good pay off for the high cost to cast the spell.

900 magicka cost may sound high to you, but in practice it's really not. Bane of the Undead has 988 base cost. The cost is quite reasonable for a skilled restoration mage. If the mage takes the Master perk, the actual cost is quite reasonable 222. If he's wearing Master Robes of Restoration, the cost goes down to 173. If he's wearing a ring and a circlet also, the cost goes down to 62. If he's wearing amulet of mara also, the cost is only 40. If he is an enchanter, the cost can go down to 0.

Of course, but I'm still talking about the base cost though.

The only reason why I never even bothered with master-level spells is because of how long it really takes to cast them. No room for squishy mage in this incarnation unless you have a good distraction.
