Are some characters better stewards than others?

I have Faendal as my steward and I had him purchase furniture for my main hall, but it was barely furnished afterward. It seems like it only added a bed, two shelves, a table, and some torches.

So, I'm wondering is this a bug or is Faendal just a bad steward? Does anyone have any info?

I only consider level 50+ followers for stewardship. If they are going to be defending the land, they need to be up to the task. This means there are very few viable candidates, including Vilkas, Farkas, Aela and Erandur. I don't think J'zaro or Cicero are possible steward options. I don't know if the Dawnguard followers (Celann, Durak, Ingjard) are possible stewards, but they all go up to level 81, so that would be good.

I think this is a bug because I also pretty much experienced this with one or two stewards. It didn't seem like they had decorated at all but later a few things seem to start to appear.

I don't know if the Dawnguard followers (Celann, Durak, Ingjard) are possible stewards, but they all go up to level 81, so that would be good.

I think, think that you can make Dawnguard characters stewards except for Serana.

Same here. Spent a bunch of gold to get them to furnish the entryway and ended up with a single table. So I "fired" him by FusRoDah-ing him off the ledge toward that altar underneath the Falkreath home where that random necromancer chills.

But it sure was nice to exit my new home to find a giant on my doorstep. I think he was welcoming me to the neighborhood, but I can't be too sure. I don't speak giant.

I did a test where i paid the guy for everything went about my ways for a couple of days only to return home and see nothing done but what you all described, a table here, a chair there, so i deleted and went back to the start and did everything myself one by one and what a difference things went in place where they should be and some things i left out because they just looked like clutter... Not to mention the money i saved on doing everything by hand, lol it took hours yes but it was worth it....

Thanks for the replies guys. I went out and did quests for a few days and more furniture appeared when I got back to the house. It wasn't fully furnished, but there are some display cases, shelves, and a barrel or two. It seems like this way of getting furniture is overpriced. I'll just build everything from scratch from now on.

What's Faendal's max level?

His max level is 30.
