Are the Draugr in Labyrinthian supposed to be blue and trans

Or is this a graphics bug? These Draugr I'm seeing in Labyrinthian are blue and translucent. Even their weapons are translucent when I pick them up and use them.

Nope, not a bug. It was definitley done on purpose.
