are vampire lords a high level enemy now?

I'm curious, are vampire lords possible to encounter in high level vampire dungeons now or will it stay the same master volkihar vamps? I'm sure some of the higher level players will know?

I played Dawnguard at levels 65-67 and only encountered 1.
