Chances are yes. I think they may have a few words to say to you, but I highly doubt your race would not allow you to do a quest line.

There's nothing stopping a Nord joining the Legion.
It doesn't matter what race you are, the more members the better.

If they only allowed Imperials and Nords then that would cut off a chunk of the game from people who like to play Redguards, Beasts or Elves.

I suppose the Stormcloaks hate the Empire more than anything and would accept anyone who also feels the same, Imperial or otherwise. Just like the Empire will gladly take on any Nords who bow to them.

I would think you would be able to. When you're trying to rebel I guess you would need as many people as possible to join your cause, thus you can't be too discriminating.
