I got all the staff pieces and there was an end sequence. How do I finish the game "completely"? I'm in Imperial City and can't get to the main castle due to repairs.

Thats it, you've finished the main quest. Congratulations! You can continue to play the game and do random quests and such as long as you want! You're now the Champion of Cyrodil, saviour of the Emperor!

Oh goodie! Can you import the character into the other games?

Do you mean like importing it into daggerfall? That was supposed to be possible at first but was scrapped when daggerfall became too different from Arena as development proceeded.

I think the most you can do is base your new character on your character in Arena.
