I got the bomb from cato and Kimball's Vertibird has arived he is giving the speech, and the door to the visitor's center is locked. How do I rig his Vertibird to blow?

But there are some really creative ways to do it

Use the direct approach of assaulting or sniping the president once he lands, easily completes the assignment, but makes escape difficult. After you kill the President, all the NCRs will come after you. Either kill them all or run.
Speak to the other assassin (explosives skill 50 required) can provide a bomb to plant on the Vertibird during the speech.
Find the console outside, east of the visitor center door, and use it to either rig the AA cannon to explode (Repair skill 50 required), or shoot his Vertibird down as soon as it flies in, which is said to be the fastest way(Science skill 50 required).
Hack the terminal inside the visitors centre to alter the Vertibirds flight plan. This will cause it to go into a tail spin and crash after the president gets back on-board. However doing this will turn all the guards hostile. It's advised you hack the terminal, inform Cato you are ready and then hide nearby - away from armed guards. Don't leave the area as this will result in a quest failure.
Find the soldier next to the stage without his helmet and rig it to blow. His helmet is located on a table next to the stairs below the visitor centre. Carefully approach the helmet while the guard is away and you will get the option (provided you have some C4 + detonator) to rig the helmet to explode(certain level of explosive skills may be needed).

Well it may still be possible. look at he second one down. It says you can rig the bomb. Yes, I knew that. But, when Kimball arives the door leading to his vertibird is locked so I don't know how to get there.

Couldn't you just walk to the back of the Visiting Center (around the outside) and use the ladder to get on the landing pad?

The only way to get to that ladder is past the guard. This is how I did it actually. I just ran past him and climbed up. The guards freaked and all started shooting, though they couldn't get an angle on me once I was up on the roof. There was one guard up there who I chopped in the face with a meat cleaver. Shortly thereafter, whooping like a savage, I jumped off the back of the roof and ran off down the road. The pursuing soldiers quickly gave up chasing me as I was too crazy and fast for them.

As soon as the first gun was drawn, the President's honor guard began charging the helipad, taking the President with them. Once they got there and ascertained that no assailants were still on the tower, they all jumped in the vertibird and got the hell out.

I did mention that I planted the bomb when the roof guard was dead and no one could really see what I was doing, didn't I?

I used an NCR Engineer Uniform to get past the ladder guard then I planted the bomb, went back downstairs, watched the show, and headed back to The Fort.

Nice! I'm curious; where'd you get the uniform? I tried to find one but gave up.

I went to the Hoover Dam Power Plant 01 and planted a live grenade on one of the engineers, but I got caught, so I fled to the Hoover Dam Offices, and found another engineer and did the same. I didn't get caught that time. I found out that you need an "NCR Engineer Uniform" not a "Civilian Engineer Uniform", yeah a certain engineer had the civilian one and once I put it on everybody shot at me.
