Artificial lagging (NPCS) and walking skips?

Hey!

To start off, I was wondering if anyone could tell me if "FRAMESKIPPING" is the same thing as what I'm experiencing? When I walk forward or to the side, I sometimes slide across the floor.

Second, when I face my camera towards a cluster of NPCs (Usually humans, creatures don't seem to be affected) I lag horribly. For some reason, my computer can't handle managing the AI. If they're just standing still (As they pretty much never do, as they all have their little routines programmed) there's no lag, but as soon as they start doing stuff, I get crazy lag.
I don't think this has anything to do with my system, as I had no problems WHAT SO EVER in Oblivion or Fallout 3.

If anyone could help out, and maybe refer me to anything that could fix it, I'd be so grateful.

Honestly, I don't know how to use the search function. I never seem to get the proper tags, and I always mess it up somehow. =/ If you can't be assed to just write, or refer me to something useful quick, then I'm not forcing you? I'm just saying that I would appreciate any help I can get, even if there's someone with my exact problem, that has posted something on page 37

It tricks (Safely.) the system into using d3d9 instead of DX 10/11's d3d9 emulation. It will say you have a 7900GS graphics card (No DX10/11 support.) no mater what card you have but that is by design. Just manually set up the graphics to your liking and enjoy the better FPS.

P.S.

Oh, there are two dlls floating around. One is supposedly more ATI friendly but I saw no difference. So it may list an 8800GS or some such instead of 7900GS. It does the same thing though.

Thanks so much for replying! But I can't seem to make it work? I downloaded it, and dropped it into my "Fallout NV" folder. Do I need to do anything specific, and is my computer supposed to recognize it as a media-player file?
(The creator said that, on the launcher, it would 'rescan' my settings and put them to default, but it didn't do that. Any suggestions?

Simply restarting the game is all that is required. No, something is wrong there. Did you drop the .zip file (Folder with a zipper.) in or did you extract the d3d9.dll (A page with a cog on it.) file inside the NV directory? (You can just highlight the d3d9.dll file and copy/paste it to.)

P.S.

You'll know you have it right when starting the game with the launcher rescans as the author mentioned.

It's a .rar file for me? And I can't Unzip it onto my FO NV folder, only play it on media player? What's wrong here?

There you go, it needs to be uncompressed. Any uncompression software should be able to do it.

It can be opened with 7-zip: http://www.7-zip.org so you can unzip.

Yup, I use 7z to. Sometimes you (Me at least.) have to add .rar files to it's "use as default decompression for this file" list.

You want one of the first 2. If you have a 32 bit Windows install, use the 32 bit version. Same applies for 64 bit.

Nevermind! I downloaded the 7zip program, extracted it to my fallout NV folder, and it's working PERFECTLY. I could literally hug you guys for being patient with my unknowingness. Thank you so much! It's playable. yay! I live in Denmark (23:30 PM here) and have to get up early in the morning, so unfortunately I gotta hit the sacks now. Typical, now that I just got an insane urge to play it!
