Nope. All versions are being designed with its platform in mind. We won't be playing a ported console version on the PC. The PC version is designed for keyboard and mouse. The console versions are designed for the controller.
If you want to use a controller for the PC version you'll have to get some third party software that allows you to bind keys to a controller.
My question would be why would you want to use a controller..? A keyboard and mouse is a much more elegant solution. A controller is clumsy.
BTW... I just finished "The Last of Us" on the PS3. I have to say it was one of the most enjoyable (in a dark, foreboding way) gaming experiences I've had in a long while. But the entire time I played it... I kept thinking.. this would be so much more enjoyable if I could have used a mouse and keyboard.
The controller is just so slow and imprecise. I realize with practice and familiarity one could become decent at using the controller, but in my mind - why would I want drive a car with a stick when I can use a wheel.
My opinion of course...

Knew this would turn into a debate:(. First, I don't pvp and I've played dcuo since launch fine with a controller( even a little pvp'n ) so I could care less how precise it is( which seems to be pretty precise in pve based on my experience with DCUO ). Second, KB and mouse is just not comfortable to me. I don't care which is "better". Oblivion and skyrim supported controllers so I see no reason for ESO to not support them. Is it confirmed that it won't or are you just assuming it won't?
Yes Devs have confirmed when asked in interviews, the PC version will not natively support controllers, you'll have to use third party software to use a controller on the PC version.
1. No, TESO doesn't have to do anything Oblivion and Skyrim did. They share a theme, but they are not the same type of game.
2. Devs have said no to controller for PC, go play console if you want that. Or use a third party program, which I THINK they have said would be ok, but they're not going to support it. So those are likely your only options.
It all depends on your preference. A controller is only as clumsy as the person who is holding it...
In your case with The Last of Us, I got to play it and so long as you adjust your axis speeds you should be good.

Third party is the way to go. It's very very very very rare for a game developed for PC to utilize any type of controller. Just give it a good google search and you can find many for the current gen controllers, whichever is your preference. Sony is a bit trickier, but can still be easily done.
I'm not sure about the Xbox controllers if that works or not, but you need 3p software for sony controllers. And it's very possible. With two modifier buttons, you can map a lot of different binding. I had close to 50 with SWToR.
They said this back when they were still officially developing the game just for PC. Things might have changed since then.
It was also said during E3 last week.
DS3 Tool and JoyToKey make PS controllers easy to use for pretty much any game. I use both depending on the game since one works for some and the other works for others.
I want to go on record as saying.. I'm not clumsy. I just don't like the clumsy controller. Could I learn to use.. sure. But it would be a waste of my time.. IMO - as I prefer the KB & Mouse.
In an example.. I bought the Guitar Hero games for my kids when they were in popularity. I thought the guitar controller was a novel idea... but I pretty much svcked at using the guitar controller to "play". Not because I was clumsy, because I disliked it.. it just did not feel right to me. I'm sure with time I could performed better.. but in my mind it was a waste of time.
My kids had a great laugh at my expense when I failed to play as well as they did using the guitar controller - but they could not understand how I could plug my Les Paul into my AC15 and actually play the majority of the songs they were "playing" with a fake guitar. (I had good laugh also when my daughter wanted to play a real guitar... and realized it was much harder than playing the one on the xbox)
That controller guitar was ridiculous, my pinky has never felt so [censored] in my life.
