ATI Cards and 'Texture Detail' option

Hello people,

I own HD 6970 2GB graphics card yet I suffer stutter and lag on RAGE, I did notice game runs like smooth jazz once I disabled texture detail option, my friend who owns HD6990 4GB also have the same issues, we both have 12.3 Catalyst which is latest, what is going on? Is this another "NVIDIA ONLY" graphics option? After 6 FRIGGIN MONTHS, are they seriously not able to provide decent support for ATI users?

Here is rest of my specs:

i7 2600k
16GB DDR3 1600MHz
1TB WD CB SATA-III
Asus P8P67 Deluxe
Windows 7 64Bit Professional

'Texture Detail' is processed on the CPU, and is designed for high-end/next-consumer-gen CPU's only (6+ physical cores or more). Video card manufacturer doesn't matter here.

'GPU Transcoding' is DXT recompression done on the GPU. It's programmed in CUDA which only runs on nVidia GPUs, because OpenCL simply put didn't have the same capabilities back when it was implemented.

Since when i7 2600k and i7 2700k is not High-end? They're even slighly better(by 1 or 2 FPS) than their 6 core counterparts in most games.

Also YES; video card DOES matter, because of GPU Transcoding, Texture Detail can run even fine on 2 core setups.
