Some fix for you :

1- Install the last driver ATI http://support.amd.com/us/kbarticles/Pages/GPU122AMDCat1110PreDriverV2.aspx
It is necessary to delete the previous drivers (use driver sweeper or unistall with windows)

2- In catalyst control center put Vertical rafraichissemant always activated and mark Tripple Buffering

3- In the file user/name Ati you must deactivate catalyst AI (Enable to Disable)

4- Delete all rageconfig.cfg ( and atioglxx.dll if you have it)

5- Go to the file Rage, you will see rage.exe.
Made a right click properties, compatibility and you mark Windows 98 and apply.
Create a Shortcut of rage.exe on your desk.

6- Made a right click on this shortcut, go to properties, go on the target, made a space after rage.exe " and add this +set com_SkipIntroVideo 1 +jobs_numThreads 1

7- Launch the game with this shortcut go to options video put anticrenelage x 8, small cache texture and anisotropic filter high and apply

8- Play the game

PS : For me that works in simple player with medium graphics (50 fps) almost without crash and without artefact but in multiplayer the game often crash ... For those who have the same config that me and their game doesn't work or little work try this !
