I started the Quest Compelling Tribute, and as I went to Find Evidence to Blackmail Anuriel I "Stole" a horse at the camp, the guards ran after me but nothing happened.
When I returned to Rift Imperial Camp Legate Rikkie started attacking me! I tried bringing my weapons out then unsheathing it, but she won't stop attacking me. I apparently have a bounty of 50 for stealing that horse but I have no way of getting that bounty paid, the guards just run away..
I can't load from an Auto-Save, it doesn't go back far enough for me.

You may have to go talk to the Thieve's guild to remove your bounty.

I am having a problem with the same quest but later down the line. After I took the caravan, Hodvar is standing there like he is ready to fight someone and when i try to talk to him to turn in the quest, all he says is "Be on your guard". I am wondering if one of the Stormcloaks ran off. I waited an entire week and even left to go do some side missions. still the same thing.

Any one ran into this problem or any moderators have a work around for it? I am on the X-Box
