Y-axis mouse sensitivity tied to FPS?

I've noticed that the Y-axis sensitivity seems to scale with FPS, and this is making the game basically unplayable. Indoors if I try to look up or down I'm immediately looking at the ceiling or the floor, while outdoors its normal or slower than the X-axis.

Has anyone found a solution to this yet? Changing the sensitivity doesn't help anything because this is a problem of the X:Y ratio.

Noticed this too... Incredibly annoying. I just want the same sensitivity for both axises... why is that so much to ask.
