Does this helm work with the perk from the conjuration tree that allows you to cast farther?

I just got the helm and yup after a few minutes of testing it can add a few feet to an already fully perked conjuration tree it might not sound like much but at that distance nobody should even know your there when you cast a summon from so far away! Works great!

the boost to runes though, whats the point? with rune master you can basically slap a rune from one end of the dungeon to almost the other. (not literally of course, but i was able to slap a rune from one end of the huge chamber in labyrinthian to the other, not the chamber with the skeleton dragon)
