I finished the Shrine of Azura quest, but when I ran into a pilgrim going to the shrine, he gave me the quest again, and I cannot "redo" it due to no dialogue options from the same person who is supposed to continue the quest.

Due to the quest being completed, I cannot get rid of the quest arrow either.
