[IdeaWIP] Balanced Skill Gain Rate

I always play with a 50% slower skill gain as I find some skills level up way too quickly, making some builds too annoying to balance. I feel like *avoiding* skill gain shouldn't be something the player has to worry much about. It's bad enough you only get X number of training sessions *per level* and there's some skills which seriously benefit from training (like Armor and Block skills). And there's nothing more annoying than going through and raising skills which don't really help your combat efficiency much and then finding out enemies are a bit too hard with the difficulty-adjusting mods you have. While I don't mind changing the difficulty slider, I really don't think it should be a *balancing tool*.

What I was thinking was a mod which balanced the skill rate around your average skill level, adjusted on each skill up. I would offer multiple versions:

- Higher-than-average skills slow down (take more to level the skill) a bit.
- Higher-than-average skills slow down a lot.
- Higher-than-average skills slown down a bit, and lower-than-average skills speed up a bit.
- Higher-than-average skills slow down a lot, and lower-than-average skills speed up a lot.
- Possibly an INI to configure this all, including blacklisting/whitelisting certain skills.

Anybody interested?

(PS: No, this wouldn't change the amount of levels, just how long it takes to level a certain skill.)

I use a mod that requires 15 skill points earned to level up and I find it to be perfect, since my skills can level up as they may (especialy since I dont use the Stones for faster gain) but my level is quite well paced for my game
