Basically, Viarmo has gone missing after he told me to meet him at the Blue Palace! Anyone else having this problem?

I found Viarmo in the Winking Skeever and gave him the Olaf book. We rapped the missing parts and then he told me to meet him at the Blue Palace. I've visited multiple times over several game days and the map is constantly showing Viarmo in an out of bound area. I've TFC'd to check outside and around the City and as far as I can tell, the triple map marker showing his location is a bug. As for Viarmo himself, after I saw him leave the Winking Skeever, I can't find him at the College or the Palace.

Any thoughts anyone on how to solve this problem? I've added links to lowered resolution images below for everyone's convenience.
