[WIPz] Basic Spell Pack

The intention of Basic Spell Pack (working title) is to very slightly tweak existing spells and add new ones in a way that will not hinder the balance of the game that currently exists.

I'm labeling this as WIPz as it is a really fast job in the creation kits, traditionally. I'd like a bit of extra time from the community for suggestions before the kit is released. Please post suggestions as to changes that you feel should be made in the release.

Alteration
Resist Elements of all types added starting at apprentice, scaling very gradually. This will allow paladins and mages more reason to have alteration during a magical or dragon based battle.
Armor Rating Shields will be modified, if possible, to have a flat rate for unarmored mages (mage armor perk) but a % based increase for armor wearing characters. This is to keep alteration viable in every stage of the game gear wise.
Fortify spells added for stamina and health pools (restoration tree instead?)

Conjuration
Soul Trap Reduced cost and duration, slightly. Possible AoE Soul trap added at Expert

Destruction
Perk added or modified to allow 2 rune traps. May be paired with element effect perk point (i/e fear with fire)

Illusion
Muffle is a silent cast without the perk.

Restoration
Ward stagger time slightly increased for when a ward is shattered. This is to avoid the unkillable enemy mage syndrome when you are a mage. Stagger possibly will depend on the tier of the spell.
Regenerate health and stamina added. Very very slight effect but enough to be glad you prebuffed for a battle.

For a start, the addition of life-, stamina-, and magika-drain spells, transferring perhaps 50% of caused damage to the caster. A lockpick spell. If you're going to extend into enchanting, adding destruction damage enchants would be excellent as well.

Oh goodie. An unlock spell for Alteration class would be nice. For us Nightblades. :)

On ps3 u can already cast too runes on the ground, u need to put 2 differents runes on your hands and cast them simutanously.
But I get the idea and I think that would be a much better perk than "can cast further" because "usually" u do them before engaging.

Here are some of my ideas

Illusion

Mirror Image - Master rank: Create a (or 2 if double cast ?) copy of you for 60 secondes that will attack ennemies, however the copy do not deal any damage. (Basicly some kind of bait, because so far we have no real "illusion spells").
Flash - Adept rank : Create a violent flash that blind the ennemies for 3 secondes (some kind of weak paralyse)

Destruction

Elemental form: Master rank: Gives you elemental affinity depending of which cloaks is active on you. Fade when the cloaks ends. (or it could be a passif).
Fire: 25% bonus to fire damages + Burning effect is twice more effective (although I do not know the exact power of the burning effect, maybe 50% would be better)
Ice: 25% bonus to ice damages + 100 more armor.
Lightning: 25% more lightning damages + can not loose mana from lightning spells

"maybe also a 25% magical resistance bonus with the element"

I think this one would be really cool.
The spell effect in game are already setted (when mages shoot us). So just boosting the effect to make them more appealing ! (more fire, chill, lightning).
