Im having a problem with the Civil War, I cant get the battle for Fort Dunstad to begin.
What happens is that I travel over there and the arrow that should point to my Imperial team points to the ground, there is no-one there waiting for me.
The quest updates however and acts as if we have met up.
When I then proceed to the fort no enemy Stormcloaks spawn and the quest is stuck at that point with 100% enemy soldiers left to be killed.
There isnt anyone inside either.
Waiting and fast travelling to the fort again do not work.

I have reloaded saves so far as doing most of the Civil War again, from the point where I deliver the axe to Ulfric as that was my oldest save but the bug still happens, no Imperial fellow soldiers show up.

Does anyone know what may cause this bug and how to avoid it in the future?
Or, possibly, a fix?

-Im playing 1.8 with all 3 dlc's.
