Know Dawnstar has two mines and a smelter, only been there once though pretty sure atleast one will be steel... if you got the cash to buy the ignots then Whiterun has 3 NPC's who sell them, 2 in warmaidens and 1 at the skyforge.

If you sided with Ralof then yo ucan take them for free, but just as easy to steal them when he's gone to bed.
