The answer is: Whatever you like, there is no "best".

It depends on how you want to play.

While you can be a jack of all trades, you will suffer by knowing a little bit of everything, but not everything about a few things.

Right now, I am going with the jack of all trades approach, just putting points in the skills I need or think I will need (repair, guns, sneak, survival, speech, medical, lockpicking, etc).

Magazines are a big help; just remember their effects are temporary. I thought they were normal skill books at first and wasted like 10 magazines right at the beginning of the game then was like "WTF" when the effects wore off XD

I'm finding a Jack of All trades character to incredibly effective in my current game. A lot of skills only need to be in the 50-60 range to be effective, and only a few others gain much benefit from increasing them past that (science, lock picking, speech, and weapon skills mostly). The one tip of advice I can give is to not overlook speech. Get that up to ~65 and you should be able to talk your way out of (or into) most thing.

one way you could arrange the allocation of your points is to not take barter higher than 50 or even 45 since once you've gotten to a high level you'll be rolling in the dough without needing a particularly high barter skill. (In FO3 any ways) and it will free up alot more skill points for getting your weapon skills up to that coveted 100.
