Maybe they are updating a bunch of games for the steambox coming in the future
But seriously, they released a Bioshock 2 patch about a month or so ago, probably fixing and updating more things. Large things.
My guess it's a DLC compatability patch or one for multiplayer.
BioShock 2 got the 3.3GB patch today because Minerva's Den DLC got added for free for people who have purchased BioShock 2 already, full controller support got added, the Steam achievements got unlocked, SecuROM got removed, and Games for Windows Live (GFWL) will be getting removed soon probably sometime in 2014 when Microsoft shuts down Games for Windows Live (GFWL) for ever.

Wait Games for Windows Live (GFWL) is gone? I don't have BioShock 2 on Steam at all I don't have BioShock 2 from any where on my PC at all. When I read that NeoGAF topic I saw it still says Games for Windows (GFWL) is in the registry app on Steam still.
The last page on the comments the OP says it is completely gone. Certainly I can run both single and multiplayer now without it even installed.
Now if only I can remember what I did to fix the mouse acceleration, 'cause that seems to have been fixed too so my changes are a bit OTT.
