Black Maven doesn't assign Thieves Guild quest : V

Maven got appointed to the Jarl of Riften in my negotiations during the main quest line. Problem is that I had finished the first couple of thieves guild quests before hand, and the next one required talking to Maven to start it off. But when I got to talk to her, she's always on the throne and just brags about her power.

I tried talking to her second hand men but they don't start it off either, so am I forbidden from doing the Thieves guild quest line because I made Maven Jarl of Riften? I wish there had been a disclaimer about that....

Oh and I haven't done the civil war quests all the way through yet so could I remove maven from power in riften if I sided with the stormcloaks so she could be used for the thieves guild quests again?

Yeah, I think if you side with the Stormcloaks she would be replaced with Leila Law-Giver again.

I don't think so, none of the Jarls get killed if you do the Stormcloaks questline. She might be found in the basemant of the Blue Palace though, I'm not sure.

Any Thieve's Guild quest are given by Brynjolf, after that Vex and/or Devon. You won't get "Thieve Guild" quests from Maven, or her side kick.

As quoted in that article there are two bugs:

If you do not speak to Maven Black-Briar shortly after being given the quest, the quest will bug out and you will not be able to continue with the Thieves' Guild quest line. This is an issue as of 11/17/2011. (A not so elegant but effective solution is to open the console and enter the command "setstage TG04 1". That will allow you to skip the bugged quest entirely (if it′s not showing up for you) and continue with the Thieves Guild line). (confirmed 360 and PS3)

and

(known only for Xbox 360 and PC) To complete Thieves guild quest "Loud And Clear", you must talk to Brynjolf. Unfortunately, Brynjolf does not assign "Dampened Spirits" and there is no known fix to this bug, so save before talking to Brynjolf, try talking to him, and if it doesn't work load again and complete other quests until Bethesda fixes this bug.

I have to talk to Maven to start Dampened spirits, Brynjolf just says "sorry lad, I don't have time to talk right now". No other member of the Thieves Guild gives me the quest either. So I'm guessing I'm permanently locked out of the Thieves Guild quest line...

That quest is given by Brynolf to speak to Maven - After completing the quest http://elderscrolls.wikia.com/wiki/Loud_and_Clear, http://elderscrolls.wikia.com/wiki/Brynjolf will tell you that http://elderscrolls.wikia.com/wiki/Maven_Black-Briar wants to speak to you - http://elderscrolls.wikia.com/wiki/Dampened_Spirits

If you've not done something, Maven won't give her part of the quest. Yeah you might have run into a but but the initial quest to speak to Maven is given by the Thieves guild. That's what I mean when I say all thieves guild are given by the thieves guild and not maven. Maven's quest is part of the thieves guild quests.

As for the bug, you can try replaying the part where Brynjolf gives you the quest to speak to her.

I went over the quest again in every detail, I remember every step so I don't see where I went wrong. Going back now to a save point then would mean losing like 3 weeks of gameplay, which simply isn't an option.

The first part of "Dampened spirits" even says:

Speak with http://elderscrolls.wikia.com/wiki/Maven_Black-Briar. She will be waiting for you upstairs in the http://elderscrolls.wikia.com/wiki/Bee_and_Barb or the Black-Briar Meadery. She'll tell you that she needs you to get rid of the competition, a brewery that's just opened and wants you to find out how http://elderscrolls.wikia.com/wiki/Sabjorn has managed to fund such a costly project.

That's the part I haven't been able to get to.

Yeah I'm not on PC. :\

Really svcks to because I got stage 4 guild status and REALLY want that cool Guild master armor, but now I can't have it until Bethesda maybe patches the issue in who knows how long, if they do it at all. Really let down by this....
