It is a large mine for Geode veins, which contain empty soul gems (including black ones) and an unusually high incidence of gemstones. It also has several Corundum ore veins. It is a subterranean area linking several majour Dwarven ruins, and as such can be used for subterranean travel (in particular for criminals on the lam and stage 4 vampire characters) around the eastern half of the province.
I think a large part of its feel would be ruined if it wasn't empty, desolate, nothing but swaying glowing mushroom stalks and the occasional chaurus or cold metal animunculous or brutal Falmer with four or five times the normal distance between encounters between them. Honestly, what "made" the dungeon for me is that one lone giant wandering up and down the path, that like any other giant only becomes hostile if you ignore his warnings to sod off, but that otherwise just paces, looking lonely and forlorn... He embodies what it is to live in Blackreach, I feel, and you're left to wonder how he got there, whether he used to have a giant clan and herd mammoths like the others, if he became lost, if he was an exile, if he was somehow born or stranded in Blackreach. Whatever the cause, he just wanders back and forth until such a time as you kill him.
