All you have to do is follow the path up behind the huge Snow Elf statue, the water will fill up in the room and the head will break off and open a hole in the roof where you can climb out into a cave. Just keep swimming up towards the top of the cave so you don't drown, if you stand behind the statue's head like I suggested you won't be swimming for long.

Waterbreathing potions may help as well in this one. Or a enchanted item with the same effect. Just remember to loot Mercer Fray before the water gets to deep.

I just finished this quest last night with my Kajiit Thief and I was freaking out looking for the exit and just happened to find the entrance to the cave right when the water was high and I thought I was gonna drown. I was swimming all around looking for the exit when I should have just been patient. You only drown if you dive under the water.

There's a Dragon Priest mask that gives you the power of Waterbreathing, and in Dawnguard before you get Auri-El's bow you can find a circlet of Waterbreathing (Maybe, I've only done the quest on one character so I'm not sure if it's random enchantment or not) Or, you know, you could just be an Argonian and you wouldn't have to worry about it.... ever lol
