Blizzard spell BUGGED

I never really used the blizzard spell because it seemed to weak and i found out why.When you cast this spell it shows up in active affects page during its duration,and it said it was only doing 8 POINTS of damage a second. It turns out if you have any magic resistance or ice elemental resistance it causes your spell power to be reduced directly by the amount of your total resistance.I have the 3 ranks of magic resistance from the alteration skill tree plus boots with a 46% frost resist and a necklace with 20% magic resist and this is what caused it to be only 8 POINTS of damage a second.When i removed the boots it went up to 15 POINTS a second ,and went up more when I removed the necklace. Has anyone else noticed or had this problem please respond,and please fix this Bethesda.

Dude your being a bit dense. Its SUPPOSED to go down in damage when your standing in it and your resistant to it. Thats how YOUR resistances work, not the enemies. You cant open the menu and see what the enemies have active, so all you are doing is looking at how much damage it would do to YOU not the AI.

This is not a bug, nor is it an error.

You cant open the menu and see what the enemies have active, so all you are doing is looking at how much damage it would do to YOU not the AI.

This is not a bug, nor is it an error.

I see what your saying but i tested the amount of damage it did against a cave bear on adept difficulty and when i removed the boots and necklace the dmg i did to him more than tripled.

you do know resist has no bearing on damage you do on something only whats being done to you it doesnt make your damage go down just because you are resistant to the damage thats being done

Like i said when i lowered my frost resistance the spell did much more damage to enemies.I have tested it numerous times.Maybe this spell is cast on yourself such as conjuration spells that seem to get cancelled by spell absorption?

The only reason i posted this was to see if anyone was having the same issue.I wouldnt have posted this without testing it extensively.I would appreciate a reply from someone who isnt rude or maybe someone who wouldnt mind taking a few minutes to test this before replying.

Is this the case with every frost spell you have? What about frost spells that do set amounts of damage instead of damage per second?

All my other frost spells are fine.They do equal amounts of dmg as their counterparts inferno\ icy spear. It seems to be just the blizzard spell.I believe it is because you cast it on yourself,but im not sure.The only resistance i have right now is from the 3 mag res perks from the alteration tree,and when i cast blizzard it says 21 points of dmg a second in active affects page.No matter what my resistance when i cast it i never seem to lose more than 1 point of health,and my health regeneration is at normal.

Ah ok. I will try and see if I can replicate the bug.

EDIT: Crap sorry I thought I had the Blizzard spell already but apparently I don't.

Just like how spell absorption doesn't hinder your ability to conjure, right?

OK,so i managed to move my save file to the pc version of skyrim and used the console to remove the 3 mag res perks and transferred it back to the 360.Now i have 0% magic resist and 0% frost resist,and the blizzard spell is able to kill a cave bear with 450 health on adept difficulty in one cast.The amount of dmg the spell does for me seems to be tied directly to my frost\magic resistances even though i know this shouldnt be the case.Before when i had 50% mag res and 46% frost res the spell would barely do any dmg to the cave bear or anything else.Wondered if anyone else has this issue or if it is just only on my console?
