So this is more for the beta testers if you join the vamps is the blotting out of the sun permanent and is it just night 24/7?

Nah. I forget how long it is, but it's just for a fraction of an in-game day. You can blot it out again as many times as you like, though.

The weather effect doesn't last long, but the effects on your vampire (no sun) last the entire day.

You can block out the sun even if you sided with the Dawnguard. Just get Aurel's bow and Bloodcursed Elven Arrow's and aim it at the sun and fire away
