there is an un finnished quest called boethiah's bidding and i think i have part of the quest on 1 of my saves. when i entered the blue palace a guard came up to me saying that i could not go to the Jarl unless he came with me and then a dialogue option came up saying ok but the guard wouldnt walk with me. i go up the stairs and elisif wasn't there, i then spoke to falk firebeard and a diologue option came up saying whats wrong with elisif, he then said that she has locked herself in her room and wont come out because she fears an assassin is coming for her, then i said i could help and he told me to follow him to her room but then he wouldnt move. and that is all i got up to because falk firebeard wouldnt move and elisif wouldnt leave her room.

has anyone else done this before

Its an unfinished quest. You cannot complete it anyways...your goal was to kill Elisif the Fair but due to her being essential you cannot do that.
Its just one of those quests that wasn't finished before release.
