Boone stands still and won't follow me. I can fast travel and he follows me to the new destination. But then he remains stationary. He always used to follow me but suddenly he won't anymore. I have given him the order to follow and wait and follow again, but that did nothing. I have rebooted and reloaded too, no luck.

Try initiating conversation with him. It seems to work for me.

Or do what I did when lily was doing that, shoot her in the face so that she becomes aggressive use stealth boy wait a week (in-game, duh) then go back to jacobstown and she says something like (Sorry sweetie grandma got a bit angry back there i hope i didn't hurt you and then you can either say its ok lily i'm fine or you better be sorry u nearly killed me either one will do she still follows you. (its easier if you have done lily and leo free quest, and keep her off her meds so you only have to get her down to half health not a quarter or make her go unconscious)

He's stuck in his character quest prompt subroutine. Veronica pulled it on me outside the BOS bunker in Hidden Valley. Just talk to your follower and they'll open the dialogue that gets you to their personal quests.
