If we are in the middle of nowhere and steal a horse, why is that a bounty is still added to us even if no one sees? It has annoyed me since Oblivion.

I saw this happen, but I believe Lydia could see the player. Lydia shoud be very lawful and may even bear witness against her Thane.

Todd said they fixed chickens acting as witnesses, so presumably horses cannot witness crimes.
