I'd like to know what exactly determines whether or not a Jarl/Steward/Local Inkeep will offer me a bounty quest that leads to me running off to slaughter a bandit camp. Currently, I am trying to roleplay as a 'Hold Guard', wearing the local armor, and trying to be a general minion of the Jarl while enforcing law and order by killing bandits and other nuisances/threats to honest members of the Hold. Obviously a key part of this gimmick is getting the Jarl to send me after any local bandits/dragons/giants/whatever.
So, is it just a matter of radiant bounty quests having a short 'cooldown'? I'm almost positive that the problem isn't that I've cleared all the bandit camps in the region. According to this page: http://www.uesp.net/wiki/Skyrim:Bounty:_Bandit_Boss there are four possible locations for the 'Kill the Bandit Chief' quest (I'm in Falkreath) and I've only been sent to clear Bilegulch Mine and Knifepoint Ride. Which means that he should still want to send me to tackle Cracked Tusk Keep and Embershard, right?
