Bounty Quests

Hello,

I'd like to know what exactly determines whether or not a Jarl/Steward/Local Inkeep will offer me a bounty quest that leads to me running off to slaughter a bandit camp. Currently, I am trying to roleplay as a 'Hold Guard', wearing the local armor, and trying to be a general minion of the Jarl while enforcing law and order by killing bandits and other nuisances/threats to honest members of the Hold. Obviously a key part of this gimmick is getting the Jarl to send me after any local bandits/dragons/giants/whatever.

So, is it just a matter of radiant bounty quests having a short 'cooldown'? I'm almost positive that the problem isn't that I've cleared all the bandit camps in the region. According to this page: http://www.uesp.net/wiki/Skyrim:Bounty:_Bandit_Boss there are four possible locations for the 'Kill the Bandit Chief' quest (I'm in Falkreath) and I've only been sent to clear Bilegulch Mine and Knifepoint Ride. Which means that he should still want to send me to tackle Cracked Tusk Keep and Embershard, right?

Im not sure.. Does it auto cycle through the available dungeons or just select one at random? He might just send you back to a previous one...

Anyway I always seem to only get 100g for these quests? Is that a bug or something? I pick up more loot off the cave floor than I get from those stingy jarls...

Guess some camps might be reserved for other quests, I'm pretty sure they select one from a list.
They should also not select cleared locations. However might reset them if all is cleared I think. I know some quests has reset dungeons.

Bounty missions are a little buggy. My last character couldn't trigger the radiant bounty missions in Whiterun hold. I was around level 5 before I started over. I couldn't get one single bounty mission in Whiterun hold while the Rift bounty missions worked.
