Sadly no, you need either dragonborn or dawngaurd for it to be available. There are shops that sell them by the bunch though. The ones I know of are the Fletcher in solitude and the drunken huntsman in whiterun.

Arrow crafting is only available with the purchase of Dawnguard.

Bethesda is pretty good at holding off little features and putting them in the DLC as a potential selling point.
