BSGLocalizedString.ccp? : V

I am trying to load a mod in the creation kit, but I keep getting this error:

File C:\_Skyrim\Code\TESV\TES Shared\misc\BSGLocalizedString.ccp

Line: 1570
Localization: Error opening or reading strings file.

The creation kit runs fine as long as I am not opening this one mod in the kit. The mod is playable in the game and has no problems, I just want to tweak something that is in the mod.

Skyrim.esm doesn't give that error when opening.

Anyway to fix this error?
