Bug or Part of the game?

I have been playing this game on master difficulty (I always do, i hate playing bethesda's games in normal because they're way too easy). So I always look for strategies on how to survive certain situations. I noticed that when fighting any fully trained mages they can basicaly 1-2 hit you so I started to make elemental resistance potions and found a couple of really good shields. The shields are called "Shield of 'insert element here' Suppression." What they do is they reduce 50% of the damage taken from that element which is fine, but they do a lot more than that.

Every single monster (dragon, mages, ice wraith's, etc) I have encountered stopped using their elemental attack on me completely whenever I put on the shield for their elemental attack. For example, mages stop maging me completely and start to melee me, dragons just float in the air and look at me (they still melee/bite if go near them when they're on the floor), etc. As soon as I take it off they start using that elemental attack again. Are the monsters just "smart" and stop using their attack since they know I'm resisting their attacks? Or is it some sort of glitch? It doesn't work if I wear the wrong shield.

That definitely looks like a feature. It is a bit screwed, though, because they really shouldn't know what enchantments you ahve on your shield.

But it's good to see that the AI is able to adapt its tactics effectively.
