Is there a way to force-fill quest aliases in-game?

I've run into an issue with the Riften thane quest. I've got the quest objective to "Speak with the Jarl of Riften," but there's no quest marker and Laila has no dialogue about becoming thane or buying the house. SQV FreeformRiftenThane informs me that none of the aliases are filled.
