well first off for my house in Windhelm i cant buy the guest room because the dialogue option doesn't appear which sort of annoys me because of my ocd about having everything bought i hate having the room bare.
Secondly I cannot start the quest the man who cries wolf because Varnius Junius will not approach the Jarl it seems the court of solitude in my game is stuck there because none of them leave to sleep or get food which is strange.

can anyone help?
