Right now, you need to give yourself the deed and construction rights by using the console.

This will add the deed and construction rights to your inventory. Use them to get the Construction: Start spell.
This spell will allow you to place a single or double story house, and remove 15000 and 25000 septims respectively.
If you want to test the mod, and don't have the gold open the console and type:
player.additem f 25000
Once you've got the house on the map, you'll get three new spells:
Construction: Move - This allows you to move the house around the map on any of it's axis in increments of 1, 10, and 100 units.
Construction: Angle - This allows you to rotate the house around an axis in increments of 1, 10, and 100.
Construction: End - This will end the construction, making the house a permanent fixture. It gives you a warning about not being able to adjust it anymore after this, and makes you confirm that. It then adds a teleport spell to return you to your home, and a key to allow access to it, as well as removes all the construction spells from your spellbook.
I'm going to add actual doors in the near future, with the same controls for moving it around...but for this early beta, the houses themselves are a door with a house model, so just activate anywhere on it's surface to enter.
It's up to the user to get a positioning that they like. You've only got one shot right now (deconstruct home spell coming in the near future) so take your time and get something you're satisfied with before you cast Construction: End.
I'm not putting this on the nexus/workshop yet because it's still very early, but I really wanted to bolster interest, and hopefully find someone who is a talented interior space designer to help me with the interiors.
