Buying houses bugged?

Here is what I did and tried so far:

I finished several quests in Markath, even made the Forsworn one and scaped the prision. He doesn't talk to me. So I started the bounty quest by asking in the Silver-Blood Inn if they had any jobs. I killed the guy (funny, because the Forsworn in that cave were friendly), I came back and Raerek would only talk about the bounty, no other dialogue options.

So I pulled the console, I killed him, resurrected him, enabled him, disabled him. Nothing I do works! He just doesn't talk to me, it doesn't open the dialogue box :c

Are you level 20? Try doing the quest for Diabella (go to her temple in Markarth, sneak into the Inner Sanctum, and talk to the lady in there).

For the Riften house, 5 quests are needed, two of which are connected to the illegal skooma trade. House buying quests are covered in the paper guide, maybe someone which has it can give better info.

I'm level 30. I'll try doing the Dibella's quest.

msxyz: My couple started over again, it seems the steward doesn't talk in Riften unless you finish some quests, skooma, bounties and helping people (getting the 5 ice wraith fangs, the fire salts and so forth.)

It fixed!!

I did the shield and Dibella quest and the Jarl offered me to be a Thane and the Steward now can sell me the house! I needed to do more quests for them.
