Call of Duty: Modern Warfare 2 - Mods?

Just a quick question... Are mods and user-created maps allowed on Call of Duty: Modern Warfare 2? I've heard they aren't, but I just want to be sure.

No, because MW2 uses a peer-to-peer style matchmaking system. Call of Duty 4 DOES support mods though, as I'm sure MW3 will, since they both allow dedicated servers.
