Well, last friday i started the quest "Touching The Sky", everything was fine until i start speaking with Knight-Paladin Gelebor. Everytime he turn around to activate the wayshrine, he stop and stand there doing nothing... what should i do??!

Is Serana with you? She and Gelebor have a cutscene conversation after you talk to him, and then he opens the wayshrine. That conversation has to take place to trigger the wayshrine opening.

^^ This is correct, you can try hitting Serana to " wake her up ". Sprint into her and see if it triggers her to start the conversation, if that doesn't work then leave and return ( exit the load screen to the world map ). If that doesn't fix it then you'll have to load from an earlier save file, from before you started the quest or before you entered the cave and run through it again. Try your best to NOT do the same things you did the first time, you did something during your first go that triggered a small hickup so try another root from what you did the first time. If it still doesn't work then you'll have to try an even earlier save file and see if you have a smother run through, if not then it's a pretty stubborn bug and in that case I would recommend posting in the Technical issues boards or PM Gstaff and explain your problem as best as you can

Try using Unrelenting Force on them both to help them along. Often works with stuck NPCs.
