in obliv ans MW they couldn't, so I didnt play those races. if they do in skyrim, I would give them a chance.

They could in Oblivion, and I believe I've heard they can in Skyrim.

Morrowind was the only game in which they couldn't wear footwear, in Oblivion and Skyrim they can.

They most certainly could in Oblivion. Morrowind was the only one that disallowed it.

AFAIK, Skyrim doesn't limit their equipment choices.

Yes they can, and helmets too. Nothing is limited. (thank the hist sap and moon sugar for that!)
