I suppose but they won't have all of those traits, only a few. It's usually big eyes and chubby cheeks that make boys look "adorable" and helpless, like a child. It's called being "babyfaced".

I don't think actors count. Most of the 'cute' characters are edited after the scene has been shot and are wearing 3 or 4 pounds of makeup, spray on tans and all kinds of crap.
