I've built 3- or 4-story buildings in other settlements. But in Covenant, when I try to build above the 2nd story, I get a message that says I exceed the limit. I guess this is another one of this settlement's quirks. It's too bad, because this location is small, and I really need to increase real estate with multiple levels.
