I'm trying to cure my vampire disease and I need to svck someone's blood while they are sleeping (because I am stage 4), so I wait until dark and I go to Whiterun and sneak around, I try all the houses but no one is sleeping? I then try Windhelm and half the houses people aren't even there.

What times and city's are the best to do this?
