I'm having trouble finding much info on this. I'm at the Battle for Windhelm, to wrap up the Imperial Legion quest, I fight my way to the palace, walk in, and Tulius and Rikke start there scripts to demand that Ulfric surrender. Galmar challenges and then when the fighting begins, the 2 Imperials just stand there while Galmar and Ulfric target me. Once I do enough damage, they both just crawl around (as essentials) and I can't get the game to move forward with Ulfric's surrender (he just crawls around and if I heal him, he just has his generic conversation options with no aggression). It's really weird and REALLY annoying. Has anyone found a way around this? I don't have a save from before entering the city (dumb, I know) and from what little I've found, that would fix anything. I guess I'm going to have to console unlock the main gates and leave Windhelm in limbo. Trying to advance the quest in the console doesn't do much.

Does anyone have any ideas?

Go back and try the option where someone else deals with Ulfric, see how that goes.

Once we get into the palace, there is a talk between general Tullius and Ulfric that I cannot interfere and after it finishes, Rikke and Tullius stand still, and I fight with 2 NPCs that I cannot kill...

Bump - I am having the SAME problem. I'm about 130 hours in and loving the game, but I spent an hour last night trying over and over and over to kill Ulfric and I can't.

I am running on PC running the latest (non beta) update. I use the SKSE and the Enhanced UI for inventory and magic etc as well as the HD Texture pack. running Vanilla Skyrim did not solve the issue. Console commands to kill Ulfric or even Killall do not work.

I'm stuck in this room.... now what?

There is no solutiom and everyone is playing def about it. Reload to a savegame outside the gates, and continue with other quests. I guess some day a future patch will deal with it.

Look what I did and it worked. After noone from the official support teams replying me, I decided to search the hacking teams! I downloaded the Reloaded 1.5 patch and made my copy from legal to illegal!

The difference is that I didn't go to play this specific mision at once. I continued to play the main quest line, since I had only one last mission to kill dragon Alduin. After I finished it, I thought to give it a try again... and it worked! Tulius and Rikke got into fight and we killed Ulfrik and Galmor.

So I am not 100% sure that the unofficial patch did the job, or the finishing of the main quest-line triggered smthg. I guess it was the first one though

Has this issue still not been resolved? Is it planned for the next patch?

I'm still stuck here after all this time with this character. Unfortunately, I don't have a save from prior to the mission. I can console out of the city, but that doesn't fix anything.
