I have turned all 3 NPCs so the only one left is my spouse, Scouts-Many-Marshes. Problem is, no one will even tell me to go to vingalmo now. (I am at the point in the quest where you find the scrolls btw)

Is this bugged or is there something else I must do?

Maybe you need to wait till later? Try finishing Dawnguard and see if you can get it then.

Okay now when they tell me to go to vingalmo he just keeps giving me old quests.

I know I can't be the only one who can't seem to obtain "The Gift" quest from him. Someone please help.

well,sounds like you have the vingalmo bug,only way out is too kill the people you already turned into a vampire to fail the quest or you will always be sent to him.

I need to be sent to him to get the quest to turn my spouse though

Does getting married before you join the vampires mess it up? Quest after quest after quest, and if I am directed to go to vingalmo its not to turn my spouse.
