You sure you have all the ingredients? I believe its a dragon scale, a dragon bone, and obviously an amulet of talos.

Have you tried dropping two of your amulets?
I don't have any better suggestions.

You must have picked it up from the dead man in solitude. You need to finish the quest related to it. Go talk to the girl running around in solitude. After you complete the quest, the mother is supposed to take the amulet, but sometimes wont. But it wont be essential, and you can then drop it.

When you pick up a quest item, it remains in your inventory until you complete the quest related to it, regardless of if you have started it or not. Just go to solitude and speak to one of the girls. If you want more specifics, look on UESP or skyrim wiki.

You won't until you talk to the little girl in Solitude. After that, then the Quest will show up. But until then, the game marks the Amulet of Talos as an "essential quest item", and won't let it leave your inventory by any means.

Go do this quick little Quest and you'll be able to make your Shrine.

Which IMO, should really piss off the Thalmor... :D

Lol

My Dunmer always looks at their torn corpses and is like; "Saviors of all Mer, my ass... there's a reason we left the first Dominion behind."

Indeed. I find dunmer to be infinitely cooler than altmer. If I was ever to be an elf, that'd be my choice.
