Not which I can think of. It would ruin balance and such, but a level editor?
Maybe that might be possible. If you could create an area and make it possible to play in... I dunno, but I doubt any mods will be in place for TESO.

Nothing I can think off of the top of my head. An MMO could potentially manage something like the TF2 Steam Workshop where art is submitted and may possibly be officially released - although this really only works for reskins and purely aesthetic items, not items with new stats.

I would be insanely happy if it were to be (to the extent of my knowledge) the first MMO that had high res DLCs and other goodies that let you use the full capacity of your OP PC.

No, the world in an MMO doesn't change, can't be changed, only by GM's or Devs. However, if an MMO allows 3rd party add ons, than this is where players get creative and come up with damage and DPS meters, Re-buff tools, Inventory managers, UI managers, etc.

If I know the modding community of TES games, nvde mods will be the first ones out.
