That's if you're porting things, if you're just imitating it and creating all assets yourself, I'm pretty sure it's fan-art and you're fine without permission.

no special effects really just 15 durrability protection + 1 and defence +2 but those sats dont exist in Skrim because durra was removed (and TES has never had total durra on items with chance they could be damaged below full) and prot and defence are soemthing else completely

To OP: No mods certainly can't be made to do anything. There are very distinct limitations. However, when it comes to modeling specific items, it's pretty open. Yes that shield could be made.
