can not access the command line

using the ~ key does nothing while i am in the game, downloaded the game last night

any help would be grand

I had that too after the patch. I fixed it by swapping my USB keyboard for a PS/2 (and that's not Playstation 2, it's a PC keyboard with the round plug).

using a notebook laptop ... will try another keyboard but can only use USB there no PS2 port on my laptop

This is common and can be related to your screen resolution—especially if you are not using the native resolution of an LCD display.
Here is the complete entry on the Console for http://fallout.wikia.com/wiki/Fallout:_New_Vegas_console_commands Note also that commands for FO3 are the same and a little more extensively noted http://fallout.wikia.com/wiki/Fallout_3_console_commands_%28all%29
Here is a quote from the Wiki entry :
* The left side of the console might not be visible if you are not using a widescreen display. In this case, type several tabs to move the cursor in before entering your commands. They will still work.

OR

* Go into your Fallout New Vegas install directory, find Fallout_default.ini (make sure it is not read-only) and open it in notepad. Then use ctrl+f to find the iConsoleTextXPos line and change the 30 to a larger number, 200 for example. This will make the console appear in the right place.

did as you said change it so it was not read only and made the 30 to 200 ...the command line does not come up ...nothing happen.. the game does not pause when i try and access the like it should when you use the command line, the ~ just does nothing no pause of the game

alright i have tried 3 other keyboards all of course plug into one the USB ports as thats all my laptop has and none of them do anything with the ~ key ..there no pausing of the game or anything

any other suggestions?

Fallout 3 is the same just to let you know

Okay. if you don't get a pause in the game your keystroke is being redirected. Did you go to the link I gave you and read the other fixes? Since you are on a laptop it might be the infrared thingy (many have it built in) or you can try remapping the key/

check the keyboard mapping in-game. Also, check all your other keys -- one might work!

went to the 'FONV Console' link you have (more then once) and i see nothing about the infrared so don't know what you mean by that or see any other fixes listed there

and the in game remap does not have a listing for the console / command line

You have to remap the key by editing the ini file.

Here is a link to several fixes, including adding a ring to your inventory. Understand this is a very common problem witht his engine and there are several workarounds developed over the lase several years.
